While parents, families and communities play key roles in nurturing the children in their care, state and federal policymakers enact the laws and allocate the resources that shape the environment in which children and families live and grow. Decision-makers in Lansing and Washington D.C. determine priorities that inform tax and budget policies. Too often programs and policies lack a two-generation perspective.
