About a year before Mike Duggan ran for mayor, he invited Erica Ward Gerson, the chairperson of Children’s Hospital of Michigan, to lunch to seek her advice.

As Gerson recalls, Duggan told her, “I’m thinking of running for mayor, but the core problem in the city is land use and blight, and if we can’t fix that we can’t fix anything else. And if I can’t come up with a policy I’m satisfied with, I’m not going to run.” [...]
